AmPac Tri State Certified Development Company (AmPac CDC) is a non-profit certified lender of the U.S. Small Business Administration (SBA) on a mission to promote economic development and job creation by helping small businesses to access capital.  AmPac CDC is the first SBA faith based CDC in the country and has a Pastor’s Advisory Committee to assist the non-profit in reaching business owners involved personally or professionally in the faith based community.   AmPac maintains a commitment to walk hand-in-hand with business owners throughout the lending process and passionately seeks out minority, women, veteran and disable business owners.

Hilda Kennedy worked in local government in the City of Inglewood for more than 12 years.  Kennedy’s assignments included Chief of Staff to the Mayor and City Administrator, Public Information Officer, and Economic Development Director.   Appointed as Director of Economic and Business Development in 2002, under her leadership, the City adopted a Citywide Economic Development Strategic Plan, which involved the participation of residents, business leaders, staff and elected officials. Ms. Kennedy introduced a $45 million loan fund that partnered the City’s resources with the U.S. Department of Housing and Urban Development and the Federal Home Loan Bank of San Francisco to provide loans for growing and expanding businesses and created jobs to support the local economy.  As a member of the International Conference of Shopping Centers, Ms. Kennedy led a team of staff and elected officials in the City’s marketing and outreach efforts at regional, state-wide and international shopping center conferences resulting in successful business attraction transactions, including such retailers and restaurants as Red Lobster, Chili’s, and Ross Dress for Less. Ms. Kennedy provided an array of analysis to the Mayor and Council Members during the City’s historic 2003 ballot initiative which defeated the efforts of Wal Mart to develop a 60-acre retail shopping center called “Homestretch at HollywoodPark”.  

Hilda Kennedy is Founder/Executive Director of AmPac Tri State Certified Development Company (CDC) in Grand Terrace, California. Approved in April 2007, the CDC has served more than 200 business clients with both resource information and funds.   Within the past year, AmPac has financed the purchase of commercial buildings for four woman-owned businesses totaling over $6 million using SBA 504 loans. 

Hilda Kennedy graduated from the University of California at Berkeley, where she was awarded the coveted Mather Good Citizen Award and Outstanding African American Graduating Senior Award.  Kennedy completed a post-graduate fellowship with the Coro Foundation in New York. Prior to coming to Inglewood, Ms. Kennedy was a consultant with Ralph Andersen & Associates in Sacramento, serving local government clients throughout the Western United States with executive recruitment, personnel management and organizational management consulting services.

Hilda Kennedy serves on the Board of Directors of Family Services Association of Riverside County, is Public Policy Chair on the Board of Directors of the National Association of Women Business Owners, Inland Empire Chapter, and is Membership Chair of the Risk Management Association – Inland Empire Chapter.  Kennedy is also a member of the National Association of Development Companies and the Ontario Chamber of Commerce Business Retention Committee.  Hilda Kennedy is an active member of her church in Ontario, CA and lives in Upland, CA with her husband and four children.
